our district is one of the provinces with the most superior conditions for the development of Forest Pulp and paper industry in China. The development of industries integrating forestry, pulping and papermaking is of great significance to promote the industrialization process of our region, enhance the economic strength of the region and increase the income of farmers. The people's Government of the autonomous region has decided to use foreign capital to build a large-scale forest pulp and paper integration project in Qinzhou and Beihai in the coastal areas (hereinafter referred to as Qinzhou project and Beihai project), and to build a forest base for raw materials of Forest Pulp and paper industry in the coastal areas (hereinafter referred to as raw material forest base). In order to speed up the construction of raw material forest base and ensure the smooth implementation of the coastal forest pulp paper integration project, the following opinions are put forward

first, all regions must deepen their understanding of the importance of promoting the coastal forest pulp paper integration process in the autonomous region, unify their thinking, take the overall situation into consideration, and work together to promote the development of the forest pulp paper integration industry, so as to build our region into an important pulp and paper base in the country

second, the raw material forest base is an important part of the coastal forest pulp paper integration project, and it is also the key to the smooth implementation of the project. The raw material forest base should be regarded as the "first workshop" for the integration of Forest Pulp and paper, and there should be no standardized, large-scale and intensive raw material forest base in the coastal and surrounding areas to meet the needs of the development of coastal pulp and paper industry

to build a raw material forest base, we should pay equal attention to the basic requirements of protection and development, do a good job in planning and design, orderly develop and utilize forest resources, avoid predatory development, and protect and improve the ecological environment

to build a raw material forest base, we must coordinate the interests of forest farmers, project owners, the government and other aspects. Efforts should be made to improve the enthusiasm of all parties to achieve a win-win situation for forest farmers, project owners and the government

third, the construction of raw material forest base must be combined with the construction of pulp and paper mills in coastal areas. We should take the project owner of pulp and paper mill in coastal areas (hereinafter referred to as the project owner) as the leader to develop forest land resources. Under the same conditions, the new raw material forest base is preferentially developed by the project owner. The technical materials produced in the raw material forest base are preferentially supplied to pulp and paper factories in coastal areas. The relevant municipal and county (city, district) governments must guide, coordinate and support the project owners to implement the forest land under the same conditions, so as to ensure that the raw material forest base of the Forest Pulp and paper project in coastal areas can be coordinated and constructed synchronously with the pulp and paper plant

IV. according to the pulping scale of large pulp and paper mills in coastal areas proposed by the owners of the two Forest Pulp and paper integration projects, 14million mu of raw material forest base needs to be built, including 9million mu of Qinzhou project and 5million mu of Beihai project. In order to orderly develop forest land resources, according to the layout of the two pulp and paper mills, 38 counties (cities and districts) in Beihai, Qinzhou, Fangchenggang, Yulin, Guigang, Nanning and Chongzuo are divided into two project areas, Qinzhou and Beihai, corresponding to Qinzhou and Beihai pulp and paper mills respectively. The specific scope and area of raw material forest base are shown in the planning table for the establishment of raw material forest base of Forest Pulp and paper industry in coastal areas of Guangxi

the investment department of the autonomous region and the Forestry Department of the autonomous region will review the afforestation plan of the project owner according to the construction scale and progress of the project day, and make necessary adjustments to the scope and area of the raw material forest base. The annual forest land use plan of the project owner shall be implemented after being approved by the investment department and Forestry Department of the autonomous region in accordance with the current investment and land management procedures

v. the people's governments of relevant cities and counties (cities and districts) should strengthen the planning guidance of forest land utilization, do a good job in the preparation of the plan, and seriously organize the implementation according to the plan. The project industry mainly organizes and implements afforestation according to the approved planning layout to avoid and reduce disorderly competition in the supply of wood raw materials

VI. the implementation of forest land in the base should follow the principle of owners first, government guidance and market operation, and strive to concentrate and connect

the people's governments of relevant cities and counties (cities and districts) should, according to the construction planning of raw material forest base, do a good job in the detailed investigation of forest land and the detailed planning of raw material forest base in their respective jurisdictions, implement the raw material forest base to the hilltop plot, and do a good job in relevant services around the signing and construction of raw material forest base contract of the project owner. It is necessary to do a good job in the publicity and launching of the construction of raw material forest base, and assist the project industry initiative to include the forest land into the construction of raw material forest base

the project owner shall declare the land to the people's Government of the county (city, district) where the raw material forest base is located according to the detailed planning of the raw material forest base and the annual amount of land approved by the investment department of the autonomous region and the Forestry Department of the autonomous region, negotiate with the owner of the forest land use right on the conditions of forest land lease or cooperative afforestation, and sign the lease contract or cooperative afforestation contract under the guidance of the county (city, district)

the existing commercial timber forests within the county (city, district) where the raw material forest base is located can be included in the raw material forest base according to the principle of market operation

VII. The forest land of the raw material forest base is mainly implemented in the form of lease afforestation or cooperative afforestation, which is fixed by the project owner and the owner of the forest land use right in the form of economic contract. In case of forestation by lease, the forest land leased to the project owner shall be independently operated by the project owner. In the case of cooperative afforestation, the forest land owner shall provide the forest land, and the project owner shall be responsible for afforestation and management and protection. The trees shall be jointly owned by both parties, and all of them shall be supplied to the Forest Pulp and paper project as raw materials of papermaking wood, and the income shall be shared according to the proportion agreed in the contract. The owner of the project shall compensate for the forest land originally planted with trees or other crops for the leased or cooperative afforestation according to the actual situation. The compensation standard shall be determined by both parties through negotiation. All localities can also explore joint-stock, joint-stock cooperative and other afforestation methods to build raw material forest bases according to local conditions

after the signing of the lease afforestation and cooperative afforestation contract, the corresponding forest right change registration procedures can be handled according to the regulations, and reported to the county (city, district) forestry competent department for the record

VIII. The afforestation contract that belongs to the construction of raw material forest base of coastal pulp and paper industry and enjoys the policy of raw material forest base must include the following contents: (1) the project owner must complete the afforestation according to the construction standard of raw material forest within a certain period of time after signing the contract; （2） Within a certain period of time after the signing of the raw material forest base contract, the project industry will mainly build corresponding pulp and paper mills in coastal areas; （3） If the afforestation and construction of the pulp and paper plant cannot be completed on schedule, the contract will be automatically terminated. The local people's Government shall guide the formulation and implementation of contracts

IX. the lease price of forest land or the share proportion of cooperative afforestation in the raw material forest base shall be determined by the owner of the pull-out intensity of the project industry and the owner of the forest land use right through consultation on the principles of voluntariness, equality and mutual benefit. The Municipal People's government at the local level where the project is located can also formulate and publish the guidance price of the leased forest land according to the actual needs and the relevant provisions of the price law of the people's Republic of China, for the reference of the owner and the owner of the forest land (or the owner of the right of use)

X. The competent forestry department of the autonomous region should make a master plan for the utilization of forest land in coastal and surrounding areas, clarify the afforestation direction, afforestation scope and main uses of wood, and layout afforestation projects according to the master plan. The competent investment department of the autonomous region and the competent forestry department of the autonomous region should do a good job in the planning and layout of the processing enterprises that consume wood resources in the planning area of the raw material forest base, strictly follow the national industrial policies, set the standards for the employment of wood processing enterprises in accordance with the requirements that are conducive to protecting and saving resources, improving the efficiency of resource use, and reducing waste, and restrict the development of wood processing enterprises with high consumables, low efficiency, and small scale. In the future, afforestation projects and wood processing projects that do not conform to the development planning and layout of the autonomous region will not be approved for construction

Xi. In addition to the existing regulations, the following special timber mining and transportation policies (specific measures shall be formulated by the competent forestry department of the autonomous region) shall be implemented for the mining and transportation of timber used for the production of coastal pulp and paper mills within the raw material forest base:

(I) the cutting quota indicators and cutting plan indicators of the counties (cities, districts) where the project is located shall be given priority to the clearing and main cutting of forest land in the raw material forest base

(II) the raw material forest base in the project area implements the independent preparation of cutting quota, and the cutting plan is issued separately and prioritized. When the cutting quota and cutting plan indicators of the raw material forest base are insufficient, the competent forestry department of the Autonomous Region shall coordinate and solve them

(III) with the approval of the local competent forestry department, the cutting quota of raw material forests newly built by forestry farmers and enterprises on non forestry land can be managed with reference to the cutting quota of sporadic trees planted by rural residents in front of and behind their houses and on private plots

(IV) adopt special transportation license management for the timber transportation in the raw material forest base to ensure the smooth transportation channel of raw material timber

XII. Implement the income transfer policy for the material supply area. According to a certain proportion of the tax revenue generated by the pulp and paper processing enterprises using the wood pulp and paper from the raw material forest base, the local finance of the pulp and paper processing enterprises will transfer the corresponding fiscal revenue to the local finance of the material supply according to the amount of wood provided. The specific implementation measures shall be formulated by the competent financial department and the competent forestry department of the autonomous region, and implemented under the supervision of the competent financial department of the autonomous region

XIII. The implementation of raw material forest base forest land implements the local government leadership target system. The quantity and quality requirements of raw material forest bases will be broken down level by level. At that time, its market value will exceed 800million to towns and townships as one of the contents of assessing the political achievements of people's governments at all levels in the project area. Those who complete the implementation tasks of the annual raw material forest base forest land on time, with quality and quantity shall be praised and rewarded; If it cannot be completed on time, it shall be criticized in a notice

XIV. The people's Government of the autonomous region has established a coordination mechanism for Forest Pulp and paper raw material forest bases, specifically studying and organizing coordination to solve major problems in the implementation and construction of raw material forest bases. The relevant municipal and county (city, district) people's governments should also establish corresponding coordination mechanisms
